Maricopa County Superior Court Judge Stephen Hopkins denied death row inmate Clarence Wayne Dixon’s claim that the state’s clemency board, scheduled to decide whether to stay the execution, is unfairly loaded with law enforcement, NPR reports.   Arizona prohibits more than two members from the same profession from serving on the board, but the judge said, “historically, law enforcement has not been thought of as a ‘profession.’  He explained: “It is not regulated as other professions are, and has little of the characteristics of what is typically considered a profession.”
