There is no one to whom we can attribute malice or ill motives,” the committee wrote in its report. “Instead, we found systemic failures and egregiously poor decision making.”
The director of the Criminal Justice Center at Sam Houston State University in Huntsville, Tex. has told Axios that under Texas law, it’s nearly impossible to bring charges against officers just for ‘inaction,’ and the law makes it difficult to file a civil suit. It’s unclear if any of the 376 officers who responded to the shooting or their leadership will be held accountable for the delayed response.
