The Supreme Court of Ohio is accepting public comments on proposed amendments to the court’s ‘Rules for Appointment of Counsel in Capital Cases,’ which govern representation for death penalty cases. The amendments would formally apply representation rules to all stages of death penalty cases, including post-conviction petitions and appeals, and establish standard qualifications for lawyers that want to lead or co-counsel post-conviction death penalty cases.
