On Wednesday, a federal judge called for the city of Portland, Oregon and the Department of Justice to appoint an independent monitor to oversee the city’s police reforms, Maxine Berstein reports for the Oregonian. The judge cited lack of progress on two major issues with Portland police: the ongoing investigation into offensive slides that advocated violence against protest demonstrators and “dirty hippies” included in an officer training slide show and fraught negotiations with the police union on body-worn camera requirements.
