Sheppard, in his capacity as warden of ICE’s Sierra Blanca facility, was accused of participating in and overseeing the abuse of a group of African migrants and asylum-seekers. Officials at Sheppard’s jail refused to answer any questions following a 2018 report on his abuses, and other deficiencies, at the jail and he remained on the job.
