Michael Sheppard, the former overseer of U.S. Immigrations and Customs Enforcement’s West Texas Detention Center in Sierra Blanca, was arrested this week after allegedly killing one migrant and wounding another in the desert of rural West Texas, the latest in a string of allegations of violence against immigrants going back years.

Former ICE Warden Tied to Shooting, Jail Abuses

Michael Sheppard, the former overseer of U.S. Immigrations and Customs Enforcement’s West Texas Detention Center in Sierra Blanca, was arrested this week after allegedly killing one migrant and wounding another in the desert of rural West Texas, the latest in a string of allegations of violence against immigrants going back years and prompting a prosecutor to seek the attention of the FBI, reports The Intercept. Sheppard, in his capacity as warden of ICE’s Sierra Blanca facility, was accused of participating in and overseeing the abuse of a group of African migrants and asylum-seekers.  Officials at Sheppard’s jail refused to answer any questions following a 2018 report on his abuses, and other deficiencies, at the jail and he remained on the job.
