Judges for the 4th Circuit Court of Appeals debated a case involving a traffic stop by police where a passenger livestreamed the encounter despite an officer warning that it was not allowed, relying on the Fourth Amendment instead of the First Amendment in their deliberation and looking at what rights police officers have when detaining someone and what rights they can restrict when executing a stop.
